Department of Homeland Security ESTA director Beverly Good announced to the Industry at the Annual Pow Wow in Miami that full implimentation of ESTA has been delayed by up to a year!

Compliance has been around 87%, but Good says that airline systems need further time to update, and that some travellers are still preparing to travel without completing the online system.  Therefore the exisiting I 94 forms will still need to be completed on the airline for the foreseeable future.  Good said it could be January 2010 before the transition is completed.
